Fairshake PACs’ $2.7M House push tests crypto’s path to clear rules

Two Fairshake affiliates are committing $2.7 million toward U.S. House contests ahead of the November midterms. Nevertheless, the sector’s ultimate goal of establishing definitive U.S. cryptocurrency regulations remains distant.

Where the money actually comes from

Between January 2025 and August 31, 2026, Fairshake brought in $137.9 million, which included $99.1 million contributed by individuals. The group directed $70 million to various committees, utilized $13.3 million for independent expenditures, and maintained $108.3 million in cash reserves.

The Republican-aligned Defend American Jobs secured $37 million via transfers and independently deployed $32.5 million. Meanwhile, the Democratic-leaning Protect Progress acquired $33 million and spent $27.6 million. Rather than being channeled straight into candidate campaigns, these expenditures were used to support or oppose them. Major contributors include Ripple, Coinbase, and Andreessen Horowitz, according to Hub Culture.

A bipartisan bet that just lost a vote

The House approved the CLARITY Act back in July 2025. However, by September 2026, every Senate Democrats alongside several Republicans voted against moving it forward. Reuters noted that President Donald Trump’s crypto ventures emerged as a major roadblock, with Democrats insisting on stricter restrictions regarding officeholders’ business activities.

Supporters now face a difficult choice: whether to penalize adversaries or protect the relationships that took two election cycles and more than $300 million to establish.

“It’s a pretty hard needle to thread.”

— Ron Hammond, Wintermute’s head of policy and advocacy, speaking to Reuters.

At the same time, Fairshake has yet to reveal its strategy for the Senate race. The PAC has set aside $30 million to campaign against former Ohio Senator Sherrod Brown, whom it helped unseat in 2024. Cryptopolitan reports that the network has also participated in the campaigns of 32 incumbent members of the House of Representatives.

Why regulation still tops investors’ worry list

Uncertainty continues to trouble investors. An August 2026 survey conducted by CoinShares—polling 30 fund managers collectively managing roughly $1.16 trillion in assets—found that regulation remains the primary concern for those already allocated in crypto.

James Butterfill, head of research, pointed to the following factor as contributing to Ether’s sluggish outlook:

“the falling odds of the Clarity Act passing this year”

Even so, institutional backing pushed crypto portfolio allocations up to 1.2%. For respondents not currently invested in the asset class, volatility stood out as the principal barrier.

The cross-border stakes beyond Washington

Crypto activity is holding up better than asset prices. Chainalysis estimated worldwide transaction volume reached $9.4 trillion for the year ending June 30, 2026, marking just a 1.6% drop despite an approximate 50% plunge in overall market capitalization. Latin America expanded by 9.8%, propelled by stablecoins, with Brazil leading the adoption index.

On October 12, 2026, the Financial Stability Board cautioned that international stablecoins could evolve into “systemically important” entities across various jurisdictions. FSB Chair Andrew Bailey released this accompanying note alongside finalized guidelines for responsible AI adoption.

Definitive American regulations could bolster investor confidence and assist nations in harmonizing their crypto frameworks. Nevertheless, even billions in political contributions cannot guarantee legislative action in Congress, and global stablecoin adoption keeps moving forward regardless.
